Jamie McRorie

Jamie is a specialist in the regulation of the energy and utility sectors. He also advises on public law, subsidy control and competition law. He advises across a full range of regulatory interactions.  

Jamie brings significant experience from his time working as Head of Legal for the Systems and Enforcement functions at the energy regulator Ofgem, where he handled high-profile and complex regulatory matters at a time of significant change for the energy sector.

During this time, Jamie was responsible for advising on and delivering work across Ofgem’s functions, including network regulation, wholesale markets and retail markets. This included leading Ofgem’s input into significant pieces of primary legislation, advising on policy decisions, conducting investigations and defending decisions in regulatory appeals and judicial review. His advice included the design and delivery of subsidy and incentive schemes for low carbon technologies, grid connection, charging reform, energy pricing, market and connections reform, international sanctions, Contracts for Difference, and the Capacity Market. Jamie also led on the implementation of cyber-security measures throughout the regulated energy market.

  • Grid connection reform: leading on reforming the electricity connections process while at Ofgem to relieve pressure on queues for generators and users connecting to the transmission and distribution systems. Jamie now advises developers on their grid connection contracts and rights in a changing landscape. 
  • Regulatory Enforcement: leading responses to enforcement investigations into, for example, on licence contraventions (such as TCLC) and REMIT investigations. 
  • Regulated Financing: assisting in the design and delivery of energy subsidy schemes when at Ofgem. Including RIIO Price Control, the Strategic Innovation Fund (SIF), Contracts for Difference (CfD) and the Capacity Market
  • Advising clients on public and governmental subsidy support mechanisms, including delivering training on HAR1 and HAR2 funding requirements and advising on Grid Connection processes and agreements; and advising transmission system operators on successful applications for CfD Allocation Rounds. 
  • Handling all capacity market disputes for Ofgem; market design for the Single Electricity Market Committee in Ireland; and applicants on the pre-qualification for the capacity market
  • Advising strategic investors on the regulatory model for the delivery of new nuclear electricity generation in the UK.
  • Advising Ofgem and clients on decisions on network charging (TNUOS, DUSOS and BSUOS), including subsequent appeals before the CMA, High Court and Court of Appeal.
  • System planning: overseeing legal advice on the structural separation and nationalisation of the Future Energy System Operator from National Grid.
  • Advising central government and Ofgem on the application of subsidy control law to the creation of funding mechanism for the distribution of grant funding throughout the energy sector (For example the Strategic Innovation Fund and Redress Fund) to support innovative and groundbreaking energy projects.
  • Advising on the application of the subsidy control principles to enable to distribution of funding for infrastructure development in local authority areas.
